Citibank Visa Problem on Vpost

I wonder how many of you realize this problem when you make payment at vpost.com.sg? Why only Citibank Visa? Emm... I bet there is an interesting story behind this. As far as I know this has been here for almost a week. Well, anyway I just wanted to post his here because I feel this is security related.
